Government Assistance/Funding when purchasing NIJ cert body armor has a program for you:
Funds are available through the Bulletproof Vest Partnership Grant Act (BVPGA), administered by the Bureau of Justice Assistance (BJA) to assist law enforcement and corrections agencies with the purchase of ballistic and stab-resistant armor. The BVPGA will provide funds to pay for up to half of the purchase price of models of armor found to comply with NIJ Standards.
